Acnova Oy manufactures cosmetics in Finland in strict compliance with the current legislation of the European Union.
For us, compliance is not a formality. It is the legal and practical basis for placing safe cosmetic products on the European market.
Regulatory framework for cosmetics
Production and release of our cosmetic products are carried out under Regulation (EC) No 1223/2009 on cosmetic products and its current amendments.
Vastuuhenkilö EU:ssa
Acnova Oy acts as the Responsible Person in line with European cosmetics legislation. This means that we:
- carry legal responsibility for product compliance in the EU
- ensure that the Product Information File (PIF) is available and maintained
- verify correct product labeling
- confirm formula safety before market placement
- interact with EU supervisory authorities when required
For clients, this means the products are supported by laboratory safety documentation and are prepared for the European market in a legally structured way.
Made in Finland
Acnova Oy operates its production site in Finland, which supports transparent manufacturing, documented control and the possibility to use the Made in Finland mark when applicable.
Finnish production also strengthens customer trust thanks to high regulatory discipline and clear product origin.
CPNP product registration
For each cosmetic product we obtain a safety report and register the final product in CPNP, the official European cosmetic products notification portal.
Without CPNP registration, cosmetics cannot be legally placed on the market in Finland or elsewhere in the European Union.
Raw material compliance
Acnova Oy uses only certified raw materials from verified European suppliers. During formula development we comply with:
- the list of prohibited substances in Annex II
- the list of restricted substances in Annex III
- requirements for colorants, preservatives and UV filters
- concentration limits and conditions of use
For every raw material we maintain an archive including CoA, specifications, SDS and declarations of conformity.
Microplastics and future-proof formulas
Under the new European restrictions on intentionally added microplastics, Regulation (EU) 2023/2055, we review formulas against current and upcoming requirements.
- we check for synthetic polymers that may fall under restrictions
- we consider transition periods in the regulation
- we propose biodegradable and more sustainable alternatives when possible
This helps clients reduce the risk of re-certification work and future reformulation costs.
Environmental approach
We aim to use ingredients that support modern sustainability expectations. When developing formulas, we consider natural and biodegradable alternatives, practical environmental choices and long-term market requirements.
Ethical principles and cruelty-free approach
Acnova Oy cosmetic products are not tested on animals. We follow the current European Union ban on animal testing for cosmetic products and cosmetic ingredients.
Labeling and language requirements
We support correct product labeling in line with European requirements, including:
- mandatory packaging elements
- INCI ingredient declarations
- Responsible Person details
- country of manufacture
- shelf life and batch information
For different markets, we also consider the language requirements of the specific EU country.
Legal transparency and traceability
Every production batch is traceable and supported by documentation. We maintain readiness for regulatory inspections and practical cooperation with market authorities.

Ethical production is part of regulatory responsibility. Compliance also means respecting the EU framework for humane cosmetic development.
