EU cosmetics certification and compliance
Cosmetics sold in the European Union must comply with EU cosmetics legislation (Regulation (EC) No 1223/2009). Acnova Oy supports product documentation, safety assessment, PIF preparation, CPNP notification and labelling review.

CPSR and Challenge test: timeline and cost
The CPSR (Cosmetic Product Safety Report) is prepared by an independent accredited laboratory. It includes analysis of the composition, a safety assessment of each ingredient and a basic microbiological test. Indicatively: from 500 €, up to 1 month, a product sample of about 100 g is required. Without a CPSR a product cannot be registered.
For water-containing products (creams, gels, lotions) a Challenge test is usually required to check the effectiveness of the preservative system. Samples are observed for about 30 days. Indicatively: from 500 € per product, about 1.5 months.
Additional tests and Responsible Person
Depending on the product, a stability test (including 100% oil-based products), SPF testing for sun-protection products and clinical studies to substantiate claims may be required. We will advise which tests your specific product needs.
Every cosmetic product in the EU must have a Responsible Person. If the product is manufactured at Acnova Oy and the formula is developed by us, we can act as the Responsible Person. Terms are agreed individually.
